 To coordinate and support the scale-up of the PEI and to further strengthen the UNDP-UNEP partnership, UNDP and UNEP have established a joint Poverty-Environment Facility at the UN complex in Nairobi. The Facility includes staff members provided by both UNDP and UNEP who will carry out the following functions:
Technical Support
- Develop Best Practice notes for Poverty-Environment Mainstreaming based on experience gained at country level.
- Provide technical support to UNDP country offices via the UNDP Regional Centres and UNEP Regional Offices, principally focused on country programme preparation.
- Develop mechanisms for the Facility to respond to “client” requests from regions and countries.
Planning and Strategic Partnerships
- Develop overall strategy for UNDP-UNEP support to country-led poverty-environment mainstreaming: including scaling-up PEI and integrating with the MDG Support initiative.
- Identify and establish agreements with selected partner institutions to contribute to technical support and knowledge management, and include key partners as members of the PEI Technical Advisory Group (ensuring alignment with other UNDP and UNEP strategic partnerships).
Donor Relations and Resource Mobilisation
- Establish and maintain relations with key multilateral and bilateral donors to build support for and engagement in PEI scale-up and Poverty-Environment Facility agenda.
- Raise funds for PEI scale-up (including country programmes and regional/global support).
- Ensure overall monitoring and reporting back to donors on funds disbursed and results achieved.
Knowledge Management
- Build on UNDP’s existing knowledge management network and add to its value by linking UNEP to it.
- Gather, collate and disseminate knowledge on poverty-environment mainstreaming methodologies, tools and good practices.
- Joint Poverty-Environment Mainstreaming publication series.
- A bi-annual global learning workshop involving all
country partners and other key actors.
