The joint UNDP-UNEP PEI Programme in Latin America and the Caribbean (LAC) aims to support best practices in mainstreaming environment-poverty concerns into national plans and budgetary processes within several countries of the region.
Based in Panama, the Regional UNDP-UNEP PEI Programme for LAC was formally launched in November 2008 with an Inception Meeting attended by 11 countries from Central and South America and the Caribbean. At this meeting, government, UNEP-UNEP-PEI staff, and UNDP Country Office Representatives discussed the programme’s objectives, likely entry points for the Initiative, challenges, advantages and disadvantages of mainstreaming environment into different policy initiatives, as well as exploring participant’s interest in developing a PEI country programme in their country.
In line with its agreed strategy and work plan, the UNDP-UNEP PEI Regional Team initiated several scoping missions in 2009 to selected countries in order to prepare them for the initial phases of the programme and succeeded in initiating the development of two PEI country programmes in Uruguay and the Dominican Republic. The formalization of both country programmes is expected for early 2010.
The Regional UNDP-UNEP PEI Programme for LAC is also working closely with the UN-REDD initiative by supporting efforts to mainstream forest conservation policy into national and sectorial development plans.

Gabriel Labbate
Gabriel is a PEI LAC Regional Coordinator. He has a professional and academic background in environmental sciences and economics.
Nick Remple
Nick is the UNDP Energy and Environment Coordinator for the LAC region and brings more than 20 years of experience to the PEI team in support for issues of sustainable resource use and development.
Vivienne Caballero
Vivienne is a Junior Programme Officer and comes from the Energy and Environment Group (BDP) at UNDP. She brings to the PEI team experience on water governance and climate change, including the Clean Development Mechanism.
Alejandra Pascal
Joining as PEI LAC’s Programme Assistant, Alejandra is primarily in charge of the administration and logistics of the PEI program for LAC. She has a background in marketing and finance.
In addition, UNDP staff from UNDP’s Regional Bureau for Latin America & Caribbean (RBLAC) Poverty Cluster is committed to provide additional support and advisory services to the PEI Regional Programme:
Luis Felipe Lopez Calva
Luis is the Chief Economist at UNDP`s Bureau for Latin America and the Caribbean (RBLAC) and team Leader of its Poverty Cluster. He is based at UNDP Headquarters in New York.
Stefano Pettinato
Stefano is a senior programme officer at the Poverty Cluster at the UNDP Regional Bureau for Latin America & Caribbean (RBLAC) and based in Panama.
Almudena Fernandez
Almudena has recently joined the Poverty Cluster at RBLAC. She is based at UNDP Headquarters in New York.
