The joint UNDP-UNEP PEI Programme in Latin America and the Caribbean (LAC) aims to support best practices in mainstreaming environment-poverty concerns into national plans and budgetary processes within several countries of the region.

Based in Panama, the Regional UNDP-UNEP PEI Programme for LAC was formally launched in November 2008 with an Inception Meeting attended by eleven countries from Central and South America and the Caribbean. At this meeting, government, UNEP-UNEP-PEI staff, and UNDP Country Office Representatives discussed the programme’s objectives, likely entry points for the Initiative, challenges, advantages and disadvantages of mainstreaming environment into different policy initiatives, as well as exploring participant’s interest in developing a PEI country programme in their country.

The UNDP-UNEP PEI Regional Team initiated several scoping missions in 2009 to selected countries in order to prepare them for the initial phases of the programme. A PEI national programme was officially signed and launched in December 2009 in Uruguay and a preparatory phase for a national PEI programme in the Dominican Republic was finalized end of 2010. In addition, PEI LAC provides support to and guides the implementation of a sub-global integrated ecosystem assessment in Guatemala in cooperation with UNDP Guatemala.

The Regional UNDP-UNEP PEI Programme for LAC is also working closely with the UN-REDD initiative by supporting efforts to mainstream forest conservation policy into national and sectorial development plans.

The UNDP-UNEP PEI Regional Team for LAC currently includes:

Gabriel Labbate
Gabriel is the PEI LAC Regional Coordinator and is responsible for the PEI programme in Uruguay. He has a professional and academic background in environmental sciences and economics.

Vivienne Caballero
Vivienne is a Programme Officer and previoulsy worked for the Energy and Environment Group at UNDP. She brings to the PEI team experience on water governance and climate change, including the Clean Development Mechanism. Vivienne is responsible for the Dominican Republic and supports the implementation of a sub-global assessment in Guatemala. 

Christopher Briggs
Chris studied marine biology and has more than 25 years of experience in natural resource management and development. Since 1988 he has been working for international organizations in developing countries, including the former Yugoslavia, Mexico, Kenya, Brazil, Tanzania and India. He joined UNDP in 1999 as GEF coordinator for Eastern Europe and Central Asia. Chris is Team Leader for the environment at the UNDP Regional Center for Latin America and the Caribbean.
