PEI Africa Regional Forum
The UNDP-UNEP Poverty and Environment Initiative (PEI) is currently working in 10 countries in Africa to integrate environmental sustainability in national development planning processes including poverty and growth plans and strategies as well as budgeting and monitoring processes.
Since 2005, PEI has applied various economic assessment tools and methodologies including economic valuation, public expenditure reviews and reviews of the use of economic instruments to provide economic evidence of the contribution of environment and natural resources to growth and poverty reduction. This forum discussed and consolidated lessons learned from country experience and developed a consistent approach to the application of economic assessments and methodologies as part of PEI country programs in the region.
The forum participants reviewed PEI country experience and lessons learned in relation to:
- Economic assessments/valuation of environment and natural resource: Burkina Faso, Malawi, Mali, Mauritania, Rwanda, Tanzania;
- Budget guidelines and public expenditure reviews on environment expenditures: Bhutan, Malawi, Mali, Mauritania, Rwanda, Tanzania; and
- Environmental fiscal reform (promoting the use of economic instruments for sustainable utilization of environment and natural resources): Burkina Faso, Rwanda, Uganda
- The value of the assessments and the economics work in the wider context of P-E mainstreaming
- Provide guidance for future PEI work including enhanced consistency in approaches and methodologies based on global best practice and links to UNDP, UNEP, World Bank, OECD/EU economics related work and other (e.g. Green Economy, TEEB, UNDP Regional Centres)
- Strengthen partnerships with academic and research institutions within the Africa region
- The forum was held as an intensive and interactive 4 day consultation workshop in English (with translation in French)
